The end of divisions in Europe had an outburst as a direct result of sudden passengers and trade flows along the roads and railway East-West axis. This has led to a significant burden on the existing transport infrastructures, particularly in the South-Eastern Europe, whose network was less developed. With the support of the European Union was launched a regional infrastructure development plan, based on National Master Plans, with intention to contribute at the same to time the "physical" integration into EU of these countries, until the planned policy accession in the incoming years.
The increasing flow of vehicles (passenger cars and commercial vehicles) on the main roads also imply the need to ensure higher levels of risk control and security, which otherwise are likely to weigh heavily on the social and economic development. This should happen within a transnational cooperation framework as a natural consequence of the integration process and of the increasing interdependence that points to the creation of a single space, eliminating the still strong tendencies towards fragmentation and individual approach to problems.

Baku, 2.5 million inhabitants, is the modern and lively capital city of a young Country which is experiencing an extraordinary economic development. In the last five years, Azerbaijan recorded an astounding economic performance: regardless the global crisis, the azeri economy has grown by 10.8% in 2008 and by 9.3% in 2009. In the three-years period 2005-2007 it has grown at the rate of 28.5% per year, a figure that makes even China disappear. Italy is the first economic partner of Azerbaijan, with almost ¼ of the entire Country's foreign exchange. The culture is based on processes of development and remains closely linked to economic performances. There can be no economic development without cultural development. An example of the interaction comes from historic development highlighted by the "Four Tigers", where to economic performance have contributed both the practical implementation of modern economic theories and strong local cultural roots. Moreover, the economic environment acts as a vehicle of cultural values.

A recent meeting between the Italian partners of the project Adriatic Danubian Clustering has highlighted the diversity of ways and needs that articulate business internationalization when in particular it concern business clusters. They range from the emerging need for a "vertical" and inter-sectoral  integration in the Veneto between districts to a more horizontal and widespread district in Emilia Romagna. But a purely commercial approach often reduces internationalization to production relocation in a logic of cost-cutting and/or of market-seeking. This limitation of the approach is likely to be added to other known constraints of Italian companies internationalization that will compete with foreign companies (and their territorial and institutional environment) able to relate with  the host area and its companies within a territorial a partnership framework.
